1. Commandline file? / 2. Play at a given timestamp? / 3. Bubble or other type of msg to user ...

1. Looking into playing videos at a certain timestamp, I was advised that a commandline option might do the trick. But I've spent the last hour searching for VLC options that I can't find the answer to. Apparently a file (starting with a text file, maybe??) with a .vlc extension might work. Is that the best option?

2. Then, is there an easy way to code the filename with a simple timestamp? I've found very complicated examples of commandline code of all sorts but I can't seem to find anything to, in a simple and straightforward way, play a file at a given timestamp. So begging a kind person's indulgence, to post a line or whatever of code?

Let say, for example, how to play this file, say:
"e:\videos\birds in flight.mp4"

at the 1h02m35s point.

3. And, lastly, is there an easy way to put a "toast" message or other so that when it plays at that point user can see something like, say:
"bald eagles help their young to learn to fly by pushing them out of the nest ..."
