VLC Media Coverter Issue

Hey I've been having this weird issue where I convert media to mp4s via VLC and the first few seconds of the video will not render or lag before the video actually begins to play. It will be stuck on the first frame for seconds before the video actaully begins to play like normal.

This happens on various video and the lag can range from 5-15 seconds before it begins to play and this becomes really annoying and noticeable when reviewing playback. I've provided sample videos so you may view them yourself, the lag happens in Sample B and Sample A is how it is normally suppose to play.
I use the "Covert/Save" tool in VLC, Media > Convert/Save, then you add media choose a profile input "Video - H.264 + MP3 (MP4) [Basically Standard MP4), you choose a file destination then start.

If someone could help me resolve this issue I'd greatly appreciate it.

I get the same issue with missing frames for the first seconds of a converted video. It also happens if no sound is involved (= no sound in the original). This issue occurred to me with the last update v.3.0.18, unfortunately I don't know what version I used before this update.

Additionally I get missing sound for some seconds at the end of converted video with sound. (mp4, acc)

@Lotesdelere, unfortunately I am unable to login at your link or at code.videolan.org. My login data of this forum (forum.videolan.org) does not work there, also the page does not show a form to register as new user (but sign in for registered users only). So I did register successfully at GitLab. While I am now logged-in an another browser window I still can't login at your linked page or site – but a search for videolan.org offered me this thread about a failing login at videolan.org:

Thanks, so the login-inability is known at least.

Meanwhile I re-installed the previous version VLC 3.0.8 which does not show the issues of missing frames at the beginning / missing sound at the end of a video after a conversion to MP4.

What caught my attention are conversion issues going to MP4. I had moved old home movie video tape to DVDs some years ago, no issue. Now days, everyone is streaming or doing MP4 video. So decided to started converting rest of DVDs.

Over a year ago I used VLC to convert some of the DVD VOB files to MP4, and all worked and played well on all Apps as MP4s. Just recently started converting again with VLC Ver. 3.0.18 but is now converting the same VOB files to M4V files instead, even though MP4 is selected as before.

Those converted M4V files will only play on VLC. I changed file extension from M4V to MP4, and same issue. Both M4V and MP4 files will only play on VLC, and playing either file on any other App will play the video fine, but there's NO audio. So audio is there but only when played in VLC.

Doesn't make sense to me to only play on VLC. I don't understand why converting VOB files to MP4 in VLC will only save as M4V either? Didn't happen in the older VLC version a year ago with the identical VOB files. What's changed in this version? Why does audio only play on VLC?
