Help with TTS

Sorry in advance if this isn't the right place to put this question.
I've been using VLC for quite some time. Over the past year, I've been suffering from vision problems, and as such, I've been looking for ways to adjust my experience with the program to account for this.
Before my problems, I was a big fan of anime and other Japanese media, so I decided to try and see if I could still watch shows with soft subtitling.
Doing research on Google, I found out that VLC does in fact, have TTS support, but no matter what I do, I can't seem to figure out how to enable it. Any help would be greatly appreciated.
