Saving VLC preferences

Can VLC export and import the preference settings so that the configuration can recovered ?

yes, the configuration is stored in
* ~/.config/vlc/vlcrc on linux
* %APPDATA%\vlc\vlcrc on windows

Can they be interchanged, so that I can take windows config and use it on linux?

more or less, some modules are platform specific, for instance if you force rendering to use D3D11 on Windows, it won't work on Linux
