Is there an instructions page somewhere?

I don't want to have to come here to ask questions every time I need to learn anything about how to use VLC. Surely there are instructions somewhere for how to use all the tools and features.

You also have https://docs.videolan.me/ which is still in construction but should provide a bit more up to date tutorials
