MPEG2 hotkeys jump to wrong place

This has been a problem for me for years. I'm running VLC on Windows, so I can't be sure it isn't Windows-specific, but it's been a problem on every Windows machine I've run it on, from WinXP to Win10, and it doesn't smell like it has anything to do with the OS.
For MPEG2 videos, the hotkeys used for jumping forward or backward by various amounts move by seemingly random amounts. Indeed, jumping forward by the "very short" or "short" length usually moves backward instead. How is it possible that no one has seen this or reported it, and no one who works on this software has noticed it and fixed it? Navigation is basically impossible, except by moving the time slider, which is difficult if the short slider is shown in full-screen mode and I'm trying to move by a small amount in a full-length movie.
I have dozens of MPEG2 videos from various sources, including Internet downloads, DVD rips, and even raw DVD .vob files. I can't find a single one that doesn't show this problem, so it can't be bugs in the videos themselves.
