Capturing YouTube Streams with a Specific Start Point

I hope I'm not repeating someone else's report. I searched and did not find the specific problem/solution with playback. In fact the problem may simply be a feature VLC doesn't support. In any event here is my issue.
VLC streams perfectly from youtube if I enter the URL (https://www.youtube.com/watch?v=VBuZsLSy6cQ). However, if I enter the URL with a time definition (https://www.youtube.com/watch?v=VBuZsLSy6cQ&&t=25000s), VLC ignores the time and plays the stream from the current point in the stream, not 25000 seconds from the start of the stream. Am I missing a setup option or is this a problem? Is it a feature I should request.
Basically, VLC would be more useful for me recording streams if I could use Youtube's feature (&t=25000s) to go to a particular point in the stream.
