Do many people need subtitles for their own language?

With almost every movie I watch lately the subtitles are in my own language instead of just the foreign language. Why would they do this and is there a setting in Windows VLC that allows me to control this? Who wants subtitles blocking their view if you're not deaf? (Yes I realize they are handy on ocassion when sloppy actors slur their words but that is rare.)

Menu Subtitle -> Sub Track
But some subtitles might be embedded into the video, in this case there is nothing you can do.

Able people do this because the accent is thick, the listening conditions are suboptimal, the audio quality is poor, or they are on mute.
And then most people find it easier to read than listen to a foreign language that they understand but is not their mother tongue.

Personally, I need 200% size subtitles in perfect synchronicity with the audio to understand British from Birmingham (Brummies) or thick Aussie accents (it's not even english at that point)
"hEyAa maAte, F'NcY 'coP"o'tyyY?" = "Hello mate, fancy a cup of tea?" in Brummie
I've tried so many times without subtitles... In vain.
