WebVtt Subtitles not available

Hi team,

I believe this a generic issue which appears on all platform versions of VLC.

When playing a HLS stream in Google chrome browser (HLS Plugin) or Quicktime I can see the WebVtt subtitles available but the same stream in VLC shows no subtitle track available.

Please could you list possible reasons why this is?

Video Stream Example -- NOTE this is a looping SDI source sent to a AWS MediaPackage destination. this endpoint may be taken off-line from time to time so if scheduling a test works better please let me know:
https://83ac8fe07ddd10cf.mediapackage.e ... index.m3u8

My initial thoughts are perhaps an issue with the source, perhaps an issue with sequence numbers or X-TIMESTAMP-MAP values?
But, as mentioned, the content plays back on other players.

feel free to curl the endpoint - you should see the vtt subs. :

curl https://83ac8fe07ddd10cf.mediapackage.e ... 0_7160.vtt
WEBVTT #Elemental Media Engine(TM) 2.1.3.0
X-TIMESTAMP-MAP=LOCAL:00:00:00.000,MPEGTS:180000

00:13:06.225 --> 00:13:06.545
Karim!
Karim, bist du das?

00:13:07.025 --> 00:13:10.025
Was ist passiert? Karim!

00:13:10.505 --> 00:13:12.265
*lacht*

00:13:12.825 --> 00:13:14.225
Gleich habe ich euch!
(Halil) Ach, wirklich?
