Skipped frames in vlc

Hello all,
I notice after converting a video file, when I view it frame by frame, there are skipped frames, or frames that are displayed longer, despite it being the same frame rate as the original. e.g: A video's frame layout will be, frame 1, frame 2, frame 3, 4, 5, 6, 7, 8, 9, 10, etc. When converted, it displays, frame 1, frame 2, frame 4, 5, 6, 6, 8, 10, 10. I have to adjust the frame rate a little higher to render all the frames.
Is there a way to fix this? Thanks.
