VLC cannot play an RTSP stream that ffplay plays fine

I have a security camera system which exposes the individual camera feeds as RTSP streams. You have a choice of getting the "main" stream, which is at the camera's native resolution, or the "substream" which is low resolution.

VLC plays the substreams fine, but the main stream will freeze after a few minutes of play. I have fiddled with the VLC streaming cache setting, to no avail.

ffplay will play the same stream with no problems.

Does anyone have ideas for how I can figure out why VLC doesn't like the stream, and settings that might help?

Can I capture a stream sample and submit it with a bug report?

This was observed with VLC 3.0.12 as well as several prior versions over the last couple of years.

Also make and post a messages log: open Tools -> Messages (set Verbosity to 2) before you start the playback, and then paste the full resulting log here or on Pastebin.com if it's too long.
