Video saved as Text document (*mp4) ?

I cam across a strange issue on a recent save attempt. I was saving a video and after copy>paste network stream, and then tools>codec information >copy >paste in browser, the video plays correctly but when I click save video as my system opens the save box with the corect name and file extension in file name box but in the "save as type" it shows as "Text Document (*.mp4) and if I do save then the file is a mere 13 bytes. I have done this process over the years many time and have tried this file several times an always get the same result. This is first time running into this issue.

I might add that I have orange explanation marks next to codec information, media information and the about option but those have never made difference in past although I seem to have to click codec information twice for that window to open. Not double click but click tools> codec information then the tool drop down close and I have to click tools>codec information and then the codec information windows opens

I am very confused as to saving a video as text issue
