Been Struggling (I really need help) x265 Shutter...

I really hope you all can help me figure where my issue is (Movies in x265 format, TV, PC or the Sound Bar)
TV 65 inch Sony XBR 900F (Ethernet cable 50FT into Router which is plugged into my cable modem)
Using VLC 3.0.10
Windows 10 Pro (up to date)
Sony Soundbar Model # SA-CT800 System # HT-CT800
VIDEO - 1080p (HEVC Main 10)
AUDIO - English (AAC 5.1)
When I play my X265 movies on my desktop using VLC it is beautiful! No sound, lip sync, or stutter/shutting issues! Its awesome!
When I render (VLC) the movie from my desktop to my Sony XBR 900F it stutters/shutters AND I just cant figure out how to fix this or where the issue lies. TV? 50 ft cable? Sound Bar? And no I am not using subtitles.
FYI, in case you ask...When I play any other movie that is coded in x264 and under I see no issues with rendering. It is prefect.
I would so like to play these higher quality even if its only 25% better then x264 on the big screen TV.
Any thoughts? If I need a new sound bar to handle the render from desktop to the TV....please suggest one that will work please..and no I do not have $500 for a sound bar
so hopefully there is something out there...
FYI...I have the experience when I try to play the movies from PLEX
I tried this and the issue still presents.
Settings > All settings > Input/Codec > Video Codec > FFmpeg > Threads: setting this from 0 (auto) to 8
Video Output + Input set to D3D11 Acceleration
