streaming is stuttering

Following upgrade to 3.0.10 Vetinari, when i stream audio, it is stuttering. The audio plays normally in Windows media player. It also stutters on every radio station played (20+ radio stations). It stutters roughly every 4 seconds, it sounds like it is struggling to catch up to the latest audio and jumps ahead and cuts out maybe a fraction of a second of the audio?
