Bit Stream Rate

When attempting to decode a H.264 stream , is there an indicator of the bitrate of the of the stream? I have an RTSP feed that doesn't playback , yet I see the scrolling bar on the bottom of the application. Trying to determine if the inability to decode is a bandwidth limitation on a MPLS Tail.
