RealVideo lagging

Symptom :

When reading an .mkv having: RV4 (RealVideo 9) + Vorbis
=> image quality is ok, but lagging/jerky video (looks like it's a 10 fps video), audio OK
NB: the mkv file does NOT seem to be corrupted/broken, because it can be read properly using MPC-HC (on same PC), and all other files (non RealVideo) are read OK by VLC

- VLC-stable: tested with 3.0.8, params resetted (shortcut start-menu + deleted folder 'vlc' in %appdata%)
- VLC-nightlies-3: also tested with vlc-3.0.9-20190824-0511-win64.exe, same results
- VLC-nightlies-4: vlc-4.0.0-20190824-0834-dev-win64 is crashing at startup, so cannot test
- OS: Windows 10 (1903, 64bits)
- PC: i7 6700K, 16 GB, GTX 1060 6GB

- I've seens remarks in wiki (https://wiki.videolan.org/RealMedia/) talking about issues because proprietary, but I guess we can always improve that
