video squeezed into top, weird bottom

No matter what video I play (that play perfectly with other apps) I get a weird distorted image on frame bottom with the video squeezed into the frame (or in the case of the following example, letterbox) top. I cannot show you this with Video|Take Snapshot:
only with a Windows PrintScreen:
So somehow the Snapshots aren't messed up...yet the Windows Video app displays it flawlessly but VLC doesn't.
Changing the Video|Aspect Ratio from Default to 16:9 didn't help.
VLC 3.0.7.1 on Windows 8.1 Pro 32-bit
(The issue is not occuring on my Win7 Pro 32-bit machine; I initially configured VLC the same on both but I primarily use VLC on the machine with the issue, so maybe some setting got messed up?)
Please help, I have no idea what could be the problem.

Hi, sorry for delay, can you provide verbose logs ?
To help you, we need
messages, to completely understand what your problems is.
To fix this, please be sure
before you start the playback to:
- Open: Tools -> Messages.
- Set Verbosity to 2
- Start playback to reproduce your issue
- Save text in a file or copy into clipboard
- Then paste the full resulting log here between [code]and[/code] (or use Pastebin.com if it's too long)
Also don't forget to name your
Operating System and provide the
VLC media player version.

I tried to find an issue in the log but couldn't one, it's probably a driver issue but I would need a lot more information to be able to do anything, ideal case would have been the machine but it's hard.
It would be really hard for you if you have never done something like this, but maybe you or someone passing by there could do a RenderDoc capture ?

Before anyone doesn't anything "really hard" (I've never heard of RenderDoc), I think I'll try an un-/re-install of VLC. If that resolves it, I'll report back.
Edit: It didn't resolve it! [I did a very thorough Revo-uninstall and deleted remaining folders manually.]
NOW: A "RenderDoc capture" doesn't sound easy, so please confirm before I proceed further...you did see that other apps on this OS play videos perfectly so it's just a VLC-related issue. If given that a "RenderDoc capture" is appropriate, I'll forge ahead!

We're using hardware, but are not forced to. you could disable hardware acceleration altogether and it would probably solve your issue but you won't be able to decode high resolution like 4k. Solving the real issue would be a real step forward
If you can, yes. Basically you have to fill in the path to VLC, check the boxes and press start, then save the capture (and not the capture parameters), but the interface is not really user friendly, it might produce file that would only be opened on the same hardware as you, and you might end up capturing the wrong window.
What is your graphic card ?

I rarely view 4K on my 1080p monitor, but that's not never so I like your approach to try to avoid disabling h/w acceleration.

Hmm. I think I got a capture, but I'm not totally sure because I couldn't even open it on the same PC
Perhaps the RenderDoc log file might help? I've zipped it with the .rdc file at:
