Player inserts black frames

I am testing the beta of VideoRedo TV V6.
It allows to fade-in and out by selected transition time. i.e. 3 secs.
Now I was chasing an issue, that the video faded-in, then became black for ~ 300 ms; played the rest nicely and faded out allright.
Finally I retested with my laptop and the issue was gone. I copy the output video to my desktop and the black frames appeared again.
I checked with win media player, fairplay and xnview. All together play the video allright. The VLC 2.2.1 with my laptop as well.
The actual VLC 3.0.6 (previous version) is the only tested one, which provides the bad black frames.
How to continue? I provide my test video of 30 secs of h264 in mkv container. mp4 and wtv vontainer behave the same by my tests.

Yes, I can reproduce the issue once at the beginning of the file while it's playing fine with other players.

First, open Tools -> Messages (set Verbosity to 2) before you start the playback, and then paste the full resulting log here or on [url=http://pastebin.com]Pastebin.com[/url] if it's too long.

Then you should create a new ticket on the [url=https://trac.videolan.org/vlc/]VLC Trac[/url] with the links to your file and to this thread.

I opened a bug in May 2019.
The bug is still not solved.
Not sure anymore, where I can follow up - it seems complecated for me to track
