AVI files from QNAP Surveillance Station aren't playing on macOS

I'm using the Surveillance Station package on a QNAP NAS to record video from a camera. When I open the AVI files in VLC the codec details shows "QNAP H.264/MPEG-4 AVC (q264)". The timeline shows the correct video length and it looks like it is playing, but there is no video output (these files don't include audio).
So far I've only been able to play these files by passing them through handbrake, which shows the following output in the log.
