HLS streams start playing audio roughly 10 seconds before video starts

Tested using version 3.0.6 on Widows and Linux
With some .m3u8 playlists the audio starts playing roughly 10 seconds before the video starts. The audio is desynced and gets more desynced by the end of the video.

I tried using the latest nightly version and that doesn't play video at all, only audio.

(I changed the URIs in the file to full URLs since I cant link to the original source of the file, but if you play the original it has the same behaviour.)
