remote VLC never plays streamed video from local vnc

I am using VLC 3.0.4 on win10/64. using my "local" VLC to stream from a capture device via RTSP. Many combinations of settings I've tried never make the remote VLC be able to play the video from the rtsp feed.

Source: dshow:\\
Port: 8554
Path: / and also /foo.mpg
Activate Transcoding: Checked and also Unchecked
Profile: Video - H.264 + MP3 (MP4) and also H.265 + MP3 (MP4) + many others
Stream Elementary streams: Checked and also Unchecked

this makes local video/audio play (as long as transcoding is not checked), remote audio works, but remote video doesn't (just shows vlc icon).

i dont see anything apparent that helps me get further. any advice where to look next?

Hi, it seems that VLC can't keep up with your stream. It might be a network latency issue. This might be possible to play it with the coming 4.0 release though if the network is good enough.

both machines are on the same subnet, with about 0.3ms latency between them.

Streaming a local mp4 makes the whole thing work fine -- just streaming the capture feed is broken.

Same problem here. Have anyone of you opened a bugreport in the bug tracker? I tried the current stable and the nightly form 9.1.2019. Otherwise I will open a ticket.
