More info needed:
What is your OS ?
What is your VLC version ?
What is your hardware ? Every hardware.
What is your drivers version number?

In any case, please open Tools -> Messages (set Verbosity to 2) before you start the playback, and then paste the full resulting log here or on Pastebin.com if it's too long.

Windows 10 Pro v1803 -17134.228
VLC 3.0.4
AMD FX-9095
XFX R9 380X
32Go DDR3 1866mhz
Acer GN246HL 144Hz
all the drivers are up to date, and the problem is not present with all the movies.

VLC 3.0.4
I don't know how to find the hardware and drivers version information.

Update: disabled hardware-accelerated decoding on the advice of a friend and the screencaptures functioned again.

Yep -- that seemed to work for me, too

Had the same problem after Win11 upgrade.
Disabling 'Hardware-accelerated decoding' made the video unusable.
'Direct 3D11' still had green screen.
'DirectX (DXVA)' fixed it.
Thanks to kalixa for the pointer.

So glad to have found this post! Setting hardware-accelerated decoding to DirectX (DXVA) resolved green snapshots for me as well. Win10 Pro 21H2 64-bit and VLC Media Player 3.0.17.4 64-bit. Many Thanks to Orinoko for adding latest info.

Having the same issue with VLC on Windows 11.
Preferences / Video / Output: changed from 'Automatic' to 'Direct X (Direct Draw) video output' - this partly resolved the snapshot issue. Snapshots now take, saving in the usual folder and are no longer green! But the snapshot tool is not working completely - it is missing the usual snapshot preview which would display then vanish in the top left corner of the screen.

I also have a linked issue with the 'Interactive zoom' (available under 'Effects and filters' / Video effects / 'Interactive zoom').

Before changing output to Direct X operating the Interactive zoom changed the whole picture to negative (bright white) colours. Now, with Direct X, the zoom just doesn't seem to load at all (picture remains the same, no zoom window overlay can be seen).

The issues seem to be linked, as both snapshot and zoom generate an overlay picture on top of the video image.

Any other suggestions from anyone?? VLC is an essential work tool for me, keen to get this resolved asap.

Update: messing with the settings, Open GL for Windows as the video output fixes snapshot such that the snapshot preview image has returned. Though it also seems a little unstable, as sometimes the preview is not working, and the cursor is disappearing when entering the area of video playback (re-appearing over menus etc). And the interactive zoom still doesn't work. :(
