change setting mouse wheel

hi
i want to change the option for forwarding in a video from increase the volume to forwarding
if you place the the mouse direct over the time line and you turn the mouse wheel there is fasr forwarding but if you are not exactly over the time slot it changes the volume - i want to change this but dont find where or the feature
also i dont want fast forwarding i want slow forwarding - it works on my other computer but i dont remember how i done this?
perhaps someone can help

Hi,

you can open settings (ctrl + P), go to the hotkeys window in the simple settings mode, and it's right at the bottom of the window. I don't think you can change it to slow forwarding, but I don't really know.

It doesn't work on a Mac!
For some reason this option does not exist in the space below the window with the other hotkeys.
And even if you find the setting you want on the window above, you can't set it to be adjusted by the mouse wheel.

What I want to do: Set the video playback speed with the mouse wheel. Faster when I roll mouse wheel up, and slower when I roll it down.
As simple as that.
