streaming and IP changing

Hello,
I would like talk about a problem I discover about streaming
I notice when my IP change (for example when I am on my mobile phone and it change antenna 3G or 4G), and I can't listen continously a streaming.
I can observe that player don't try to connect to the server.
If I listen to a streaming on youtube, their online player run OK. I suppose when buffer gets a (low)level, youtube player establish a connection with the streaming server and it can receive streaming block even if IP changed.
I use icecast server for my streaming and I think streaming is deliver only for one IP. In my case, VLC don't try to connect with a different IP if it changes.

I answer to me to complete some precision.
If I would like listen to a streaming in my car using sharing connection from my phone, it's impossible.
I think it will be an important evolution for VLC to keep streaming alive even if our connection change its IP.

Thank’s for asking.
But with this option, it doesn't work.
I try with my Ubuntu and my windows 10
I try with icecast and with broadcasting in http with vlc, and as soon as cache is empty, sound stops.
