Choppy Sound on MPEG VCD Files [Observed on VLC Player Only]

I have no luck to find out what causes the choppy sound happening on all of my VCD files.
Very annoying and this happens *ONLY* on VLC.
I had tried Totem, SMPlayer, Xine, Avidemux, PowerDVD, etc and they do not have problem with this kind of choppy sound there.
The VLCs I had tried were version 2.2.2 on ubuntu 16.04 and 2.2.8 on Windows 10.

(look at the time 01:05 - 01:07 -- this choppy noise is annoying everywhere once a while)
Is there option on VLC to suppress this kind of noise?
I know the VCDs may have scratch and pose to some noise but VLC player is not able to suppress this type of noise.
I have thousands of VCD files and do not want to re-process those files with Avidemux just because VLC is not able to get rid of those annoying noise (while other players are working fine there).
