Show/Hide seekbar with mouse hover near bottom?

Is there a way to make the seekbar/controls (in fullscreen) only appear when the mouse is hovered near the bottom of the screen and then disappear immediately when you move the mouse back up? That's how it works in MPC-HC and it's been one of the biggest selling points for me on that. But I've been looking to also use VLC on some systems and I can't seem to find any way get this sort of behaviour on VLC. It'd be even better if it worked on both Linux and Windows.
