For some time now, I have been trying to get VLC to open up a saved movie on my desktop and play it -similar to how PowerDVD and WinDVD let you play a DVD folder- Anyway does anyone know how to get the menu to come up in VLC.

Try:

dvd://c:/pathtodvdfolder/ts_video/

Or whatever the folder name of dvd videos is called...

(Not tested, just a guess...)
