Dynamic Range Compressor Not Working

So with certain video files like AVI's, the dynamic range compressor in VLC works just fine. However, in lots of other file types, such as MKV's, it doesn't work. No matter what I tweak the settings to, the only thing that seems to take affect is the Makeup Gain, so basically it just works as a normal volume controller more than anything; it doesn't actually raise the volume at specific parts, it just raises the entire thing equally. Any ideas?
