capture card not working on specific comp but other does

hello ! this is my first post im not a beast in English (writing) so i will keep it simple (reading is a lot more fine for me)
so here is my problem !
i have a capture card that works on other computer regardless of windows version
but on the computer i want to use it show noting
i have the 2.2.6 x64 version of vlc installed it see the card but if i try to watch it i do not show the input images
so i dont gets it why it work fine on other computer but no on this one ?
anyone has a idea ???
