Video hangs (audio works) after seek on http mp4 video

Hi. If I try to play an mp4 video over http in VLC, and seek (Playback > Jump to Time), the audio plays after the seek, but the video remains freeze-framed to the initial frame or two before I did the seek.

For instance, under OS X 10.10.5 with VLC 2.2.4, I hit Cmd-N and paste in
http://MediaHTTP.IQM2.com/CambridgeMA/1706_480.mp4
and then Cmd-J and enter 1:00:00. Audio plays fine but video is hung up.

Doing a rough bisection, VLC 2.1.5 worked fine and did not stall the video.
VLC 2.2.1 stalled the video.

Is this a known issue? Should I be filing a bug? Thanks.
Any special information I should include?
