Can you record just the zoomed into section of a video?

Hello,
I'm using Windows 10 with the latest version of VLC.
I took some video with my camera and saved it.
Then open up that video in VLC and added a second audio track allowing me to add some music that I created.
I then zoomed into a section of this video with the VLC tools,
but I'm wanting to record a new version showing just the part of the screen or video that I am zoomed into.
Do you know of a way to do this?
I can record while zoomed in but this recording does not capture the zoomed into part only, instead it simply records the whole of the video's frame; even that part outside of the zoomed area.

You can crop the recorded video with fixed coordinates from the command line. Otherwise no.

I'll give it a shot.

Having trouble converting the VLC files into something I can use in a windows video editor.
I try to convert the .xspf files to .wmv or .mp3 or otherwise and VLC just locks up/crashes.
Maybe that should be a new thread, and I'll do some research on how I might be able fix it, but thought I'd throw it out there as it may just be a know issue that there is no fix for.
