which server the VLC talk by RTSP?

You can use Darwin Streaming Server (OpenSource project) at :
http://publicsource.apple.com/projects/streaming/

I think there is a Windows port.

[And if you want to broacast a live, add QuickTime Broadcaster (only for apple platform)]
