I'm trying to watch an anime and the file Codec is Video Codec:x265 12bit HEVC AAC I can only get sound but no picture? Do I need to download an extension of Codec to get it working? Oh also it is an MP4 file

12bit x265 isn't a good choice at the moment. Most players including VLC can't play 12bit x265.
Try another player - possibly mplayer or a derivative player based on mplayer.

mplayer will not decode faster than VLC 12bits x265.

It's not a case of decoding faster.
The HEVC decoder currently used in VLC 2.2.4 can't decode 12bit HEVC (either 4:2:0 or 4:4:4).
VLC 2.2.4 plays 10bit HEVC (4:2:0 or 4:4:4) but not 12bit HEVC.
Other players can play 12bit HEVC 4:2:0 but not 12bit HEVC 4:4:4.
12bit HEVC 4:4:4 appears to be a problem at the moment with all players.
moegreen doesn't state whether his 12bit HEVC is 4:2:0 or 4:4:4 - it wouldn't make any difference as VLC 2.2.4 can't play either.
That's why I said it wasn't a good idea to use the 12bit HEVC encoder at the moment.
It's safer to use the 10bit HEVC encoder as most players can play 10bit HEVC ok in either 4:2:0 or 4:4:4.

I used a 720x576p MPEG2 Technotrend Test Card source file which I've also uploaded as well if you want to replicate the tests although any source file can be used.

Basically VLC 2.2.4 doesn't play any form of 12bit HEVC in 4:2:0 or 4:4:4 (green screen). I didn't bother testing 4:2:2 mode.
Currently the only players that play all the files are mplayer (including smplayer, mpv & umplayer) and kodi.

PowerDVD 15 only plays 8bit and 10bit 4:2:0 - it doesn't like 4:4:4 or 12bit. I haven't tested PowerDVD 16.
MPC-HC 1.7.10 with LAV v0.68.1 fails on the 12bit HEVC 4:4:4 file with green vertical lines but plays everything else ok.

Note:
PowerDVD only plays consumer level AVC and HEVC. In other words it doesn't like x264 10bit or x265 10bit 4:4:4 or any form of 12bit.
Other players including VLC should play all types of file.

All of them are fixed in 3.0.0. If you share a 4:2:2, I will map it too.
