How to delete (not extract) image(s)

I have a video that contains one static image. I would like to delete it and replace with another using VLC.

I have been googling like crazy to find a solution, but all the hits refer to extracting image frames from a video (which I already know how to do). I want to delete the image entirely, not just extract it.

To me, this seems to be a basic task. If so, why does it seem so hard to find an answer?

I'm a newbie, so please be nice to me while I learn. Thank you for any tips you might offer.

OS is Windows 8.1
VLC version is 2.2.1

vlc is a media player. not a video editor. Use video editing software.
