Continue playback has never worked for me, the setting is enabled and I just reseted VLC preferences. The files are more than 3 minutes long, usually over 20 minutes. Video files are saved on my hard drive, but sometimes I use my secondary HDD (VLC is installed to SSD). I stop the playback in the 5%-95% range.
I've had this issue on Windows 8/10 and all Linux distros I've used.

Continue does not work on version 2.2.2. You may have to use earlier versions or wait for new version.

Was wondering too why that wasn't implemented. BTW is the issue of the default second monitor already solved ? Apparently not. I mean it's quite annoying when using a notebook in combination with a monitor all video's always start on the small default screen of the notebook. Luckily since I use the program UltraMon, that puts a small button on top of the window (right hand) the VLC windows is quickly maximised to the 2nd monitor with just one click on the button.

I upgraded from 2.2.0 to 3.0.2 (64 bit) on Win 10 and it broke 'Continue playback' function.

In Preferences>Interfaces> "Main interfaces" the interface module was set to "default". I changed this to "Qt" and it fixed the Resume Play.

"Continue playback?" was also set to "Always".
