Technical question related to lost frames(lag and video stutter)

I don't have a particularly beefy CPU, so not being able to play 4096x2160@23.97 smoothly is just about expected. With 4096x2160@60 I get massive stuttering and artifacts, which renders the video unwatchable.
On VLC 2.2.1 setting 'Hardware-accelerated decoding' to 'DXVA 2.0' actually destroys performance, as if the CPU got benched and the GPU had to do everything instead.
QUESTION: Is there any resource out there on the internet that can approximate required processing power for a given resolutionXframerateXcodec? I'd be interested to know what sort of CPU I should look out for, or if there should be any concern at all, if I want to opt for a 4k Monitor.
Also, any links or external references, even highly technical ones, are greatly appreciated.
