Netsync vs. Input-Slave / Multiscreen Syncing Several Videos on one PC

Hi. I've been posting before but with little success unfortunately.
I'm reading other threads but i'm still puzzled.

Premise: Two different videos (same length but different resolution and ratio) / played in sync / on two screens / one PC / fullscreen / looping
Goal: write an automated command line that i could put in to the startup folder

Question:

1. Is the --Input-Slave the only way to really sync different videos (both stop when paused) ?

2. Is Netsync only for syncing the same video over network (two PCs) ?

3. Is Multicast only for syncing the same video over network (two PCs) ?

4. Is it possible to sync the clips if they are opened in two different VLCs ?


of course i would use --Input-Slave but i can't find a way to distribute the videos to the screens automatically (--directx-device="\\.\DISPLAY1" does not work)

Does any one know how to do what i want to do ?
How do people do that if the don't have budget for SyncHardware ?
I mean its 2016 .. it should be possible by now.
