Configuration of Audio Output... Foobar2000 vs VLC?

I play music in the online games i play. I use "virtual audio cable" to acquire sound from foobar2000, my microphone etc and play it into the game I play with others so they can hear.

Foobar2000 is easy to configure to play the music into "virtual audio cable"... I just go to preferences, playback, output and select the device (in my case line 1)... When this is accomplished, foobar2000 will silence any audio to my regular computer speakers and isolate the sound only through that device (line 1) i chose.

For Various reasons I would prefer VLC to do for me what foobar2000 is currently doing - however when I have tried to get VLC to do this I have a problem with double audio. VLC will play it through "line 1" but also it seems to not isolate it only to line 1 but plays it through as if its playing within my OS as well.. hence 2 instances of the audio I'm trying to produce... so I have been forced to stay with foobar2000...

Here is where i have set the settings for VLC to try and accomplish my wished for result: "Audio/audio device - then i pick "line 1" it seemed simple enough... and was really hoping it would be that simple... but it is not isolating only one instance of my audio i'm playing in VLC to "line 1" it is playing 2 as far as I can tell.

If anyone has a answer to how to accomplish this in VLC I would greatly appreciate it.
