Reload JPG File

Preface: I have looked all over for an answer to my question. I have not found an applicable response germane to newer versions of VLC specifically since 0.9.x.
Problem: I wish VLC to read a single .jpg image file which is updated every second (1 fps). More specifically I have a program that generates a file named image.jpg which is a composite of stills from a surveillance camera with analytic markup applied. I have not found a way to cause VLC to reload the image.jpg file. Historically VLC when it supported the fake interface had fake-reload with a frequency. Since fake is no longer supported, I have not figured out how to resolve the reload.
The final effort is for VLC to stream the output, but that appears to be a topic for a different forum.
