Video aspect ratio

The default video aspect ratio is wrong for my PC screen. How can I set it to 4:3?

Preferensces -> Video Settings -> Force Aspect Ratio

When I convert a stretched (16:9) file to 4:3, it displays fine in VLC, but the result file remains 16:9. Force 4:3 makes no difference.
