VLC 2.2.1 Slow in File activation response/slow to play!

Video load: Drag & drop and VlC add video/audio to playlist gui
Media storage source: External HDD and Main HDD
OS: Windows 7 & Ubuntu 14.04.2 LTS
VLC & Computer Fix attempts: uninstall/reinstall features VLC 2.2.1, Full Clean reinstall of VLC 2.2.1,in Windows 7 Machine Defrag of Drive, Tried on Ubuntu 14.04.2 LTS.
VLC & Computer fix attempts result: Negative all.

Problem: After video/audio playback is initiated information title is scrolled. Then 45sec-4 Min Video and audio play with low buffer/pauses for about 30sec-2min.
