Windows menu bar missing

Somehow I have managed to hide the windows menu bar so that I cannot close VLC using the windows red X in the upper right hand corner. I am talking about the bar showing the open program (VLC) on the left and the red X on the right. Sorry if I don't have the terminology correct...I'm not a skilled user. This bar will show when I first open the video playback window, but when I expand to full screen and then come back again, the windows bar is hidden. What have I done and how do I undo it?
Windows 7 and VLC v2.1.5

Thanks for the reply, kodela, but this action only removes/restores the VLC menu bar over the window and the VLC tool bar under the window...no effect on the Windows menu bar.

Thanks, Jean-Baptist Kempf. I didn't realize I had changed anything, especially since I hadn't used that screen before. At any rate i found the setting I wanted and changed it. Perhaps this option came with last program update.
