My cell phone is a Samsung Galaxy Note 3, but MX Player does not use hardware acceleration. In Windows, Potplayer does not present such problems and playback is smooth.

Good again, the video in question has been reproduced in a system with an i7 920, and has pixelation problems. Today I was able to test it in a i7 4770 system and the video is played without inconvenience, which may indicate a problem of optimization of code responsible for decoding the HEVC.
Android also the problem might be this, since another player (Player MX) looks like it plays smoothly and fluently.
