VLC blu-ray playback not working 100%

I've run into an odd situation. I've followed the aacs process and have gotten Blu-ray playback but only on certain disks. On some disks I get a "VLC is unable to open the MRL..." error. This is a Win7 64bit install but if I boot into my 64bit Fedora install on the same system the Blu-ray that would not play on the Windows system WILL play. The only real difference I've seen is that the windows install is 2.1.5 and the linux install is 2.2.0.
Has anyone ran into this before or has any idea?

AACS cannot play all disks, yes.

But the disk will play in Linux running the same aacs files available. It just will not in windows.

I'm not entirely sure how I could have missetup. In windows, I put in one Blu-ray disk and it works, I put in a different one and it doesn't. In Linux both Blu-ray disks work fine.

FYI, I loaded up a nightly build of 2.2 for win64 and I no longer get the previous error. The disk will not play but I do get the menu splash screen. It seems to be something in the 2.2 build that bypasses the problem, not an aacs issue.
