Cmd line: how to specify start position?

Hi.
Ok, I'm a software developer for almost 30 years. And I am unable to find an answer to this question. I do not even find anyone else trying to find an answer to this question. So, something must be wrong with me.
So, in the command line, how can I specify the time position at which to start playing a video?
Now I give up after 2 hours of searching. In first place, I've searched the long command line help for anything that could be related to it. And the web. The whole web, of course. Searching this forum for "start position" (as an example, including quotes) finds "start" and "position".
With another player, e.g., I can specify "/start 3083000" which are milliseconds. So it starts playing at 51:23 mins.
