vlc.win32.nsi missing in 2.1.5

Hi all,
How come the vlc.win32.nsi and the helpers folder are missing in vlc-2.1.5-win32? (Zip, 7z)
it is, however, available in the x64 bit version.
Is there any FTP where I can find the originals for this version?
Also, what exactly is the reason why it is not included?
It would make our life much easier if its is available.
