Cant get video to stream over network

Hi I am having issues getting the stream to work from my desktop or a media file to another computer on the desktop.
Version: VLC 2.5.1 Rincewind
I have been watching walk through videos and everything and nothing seems to work. I have complete access to both workstations as well. All the versions I see other people use are slightly different as well so I am kind of at a loss on how to get this to work.
I mainly just want to stream a video from one workstation to another over the network.
I keep running into the following in the logs.
main error: read error: Connection reset by peer
access_http error: failed to read answer
access_http debug: switching to HTTP version 1.0
main debug: net: connecting to 192.168.153.131 port 8080
main debug: connection succeeded (socket = 1588)
I can ping telnet and everything else so there should be no issues with that. Not sure what else to do or if im just not setting it up correctly. Is there a step by step break down for this version?
