Chinese Subtitles on Windows 8.1

Hi guys, Im troubleshooting the typical squares instead of chinese characters problem.

I remember resolving this issue when I had Windows 7, but the methods used don't seem to work anymore.

This is what I have tried so far:

Changing the system local in Control Panel Region settings to Chinese (Simplified, China)
Changing the encoding on VLC (SImplified Chinese Unix, Default, System Default, UTF-8)
Changing the font (Arial, SimSun, Microsoft Yahei)
Resaving the .srt file into UTF-8 encoding with wordpad.

All attempts lead to the same outcome! I would really appreciate it if someone could give me their two cents on the issue! Those squares are terrible :(

Squares => change font. This is not an encoding problem.

Do you know which fonts are compatible with vlc in which case? As I'm sure you know, simsun and Microsoft yahei are explicitly for chinese characters, which leaves me confused as to which font I should use

I don't know Chinese fonts on Windows.
