VLC video doesn't work at 4fps

Hey there,
I have some videos that seem to play fine for audio and everything else EXCEPT video. It just stays on the same frame the whole time while everything else is working fine. Its not an issue with the video as windows media player can still play it just fine. I have lots of videos that are lectures but only some seem to not work. When I look at the differences in the video properties between a non-working and a working one, it is always the fps. If it is 4 fps then it never works. if it is 10 or so then it works fine.

Are there any solutions to this problem?

If you mean solution other than fixing the VLC code or increasing the frame rate, then no.

Well the frame rate is set by the uni, so I guess that is out.
By fixing the VLC code, do you mean there is a fix for it which I can do, or that I would have to find the code to fix.

Is this a common problem that VLC has?

VLC does not work well at low frame rate. This needs fixing.
