is there a way to access past few minutes of a live stream?

For questions and discussion that is NOT (I repeat NOT) specific to a certain Operating System.

is there a way to access past few minutes of a live stream?

or is there in-RAM ring recording buffer that can be saved to file when needed?

details: watching stream from twitch via livestreamer+vlc: stream can be feeded via pipe/http/direct hls link; contains h264+aac in ts.
